Public Administration
Public Administration is not only a basic course for undergraduates of School of Government, but also the optional course of School of Law, Department of Sociology and other schools or departments. The course imparts knowledge of government (State Administrative Departments) management activities, like managing national affairs, social affairs and government internal affairs. Students are expected to grasp the professional knowledge of public administration through researching the essence and phenomena, subject and object, concepts and techniques, content and form, institution and process, history and future of government activities. Students are also expected to understand reform and development of modern public administration and its principles, content, model, and general trend. Furthermore, students will obtain the ability of observing, thinking, analyzing and solving problems, especially the ability to understand and analyze relative issues of contemporary Chinese public administration through the combination of practice and theory. In addition, the course of Public Administration will lay a sound theoretical foundation for other related professional studies.
Public Manangement
Assist students in understanding the larger significance of the practice of public management.Encourage participants to improve their abilities to analyze, and operate within,the institutional matrix of modern public management with respect for and sensitivity to democratic principles.
Introduction to Politics
This one-semester course aims to let students acquire a general understanding of the essence and the fundamental issues of politics, thus which would lay a solid fondation of their future studies.

Social psychology includes how to interact with individuals and groups, and how groups interact with each other. Social psychology can explain human behavior by using psychology theories. This course includes main theories and concepts of the mainstream social psychology. This course also analyzes how to apply social psychology knowledge to social lives, including interpersonal relationship development, communication and conflict etc.. This course also introduces culture perspective to explain human behavior.

Leadership Science
Administrative leadership is one main elementary course of public administration discipline. As the interdisciplinary field of public administration and leadership science, it focuses on the characteristics and rules of leaders’ activities in government departments and non-governmental public sectors. Its research objects include the subjects and objects of leadership in public sectors and non-governmental public organizations. Its research objects also include the process, environment and performance of the leadership activities. The purpose is to improve the validity of leaders’ activities and to provide theoretical support to developing leaders’ capability.
Public Finance and Taxation
The "public finance and tax” is a basic theory course of public economics,which involves the "finance” , "tax study”, "national budget study” and so on different subjects, and it has strong comprehensive and professional.The main aim of this course is to make the students mastering the basic concepts of financial,tax and basic principle, and the public finance, financial expenditure, fiscal revenue and government budget basic theory and basic skills, grasping the commodity tax, income tax, property tax, resource and the behavior of the basic tax of theory and practice, having carried out the laws of the state tax system ability.
Administrative Law and Administrative Litigation Law
The course "Administrative Law and Administrative Litigation Law” is one of the 14 key courses for college and university students majored in law. The course will completely, systematically and thoroughly expound and explain the basic theories and knowledge of administrative law and litigation law, including: (I) the general theories and basic principles of administrative law; (II) the general theories of administrative law subject, the duties, authorities and measures of administrative subject and the rights and obligations of private party; (III) the general theories and the natures, characteristics, constitutive elements and legal requirements of administrative action, and the particular procedures of several main administrative actions; (IV) the general theories of administrative remedies, the natures, functions, scopes, jurisdictions, procedures and judgment criteria of administrative review and administrative litigation; (V) the general theories and the constitutive elements, imputation principles, scopes, methods, standards and procedures of administrative compensation. The course also will comment on the practices and doctrines of China’s administrative law; at the meanwhile, The course also will comment on achievements and shortcomings of foreign administrative law. Inheriting, criticizing and sublating various doctrines of foreign administrative jurisprudence, such as power-control theory, regulatory theory, power standard theory and right standard theory, etc, the course will preliminary formulated a theoretical framework of administrative law with Chinese characteristics.
Public Economics
This course is structured into three sections. Section One explores market failures and explains why public sector has reasons to exist. Section Two clarifies the main economic goals of public sector from the perspectives of efficiency, equity and liberty. Section Three tries to explain the characteristics and dilemmas of various public decision rules and then analyzes the desirability of public sector’s operation both from the demand sides and the supply sides. Finaly, government failures issue will be raised, corresponding with the market failures discussed at the beginning of the course, to clarify the appropriate principles or concept to comprehend the border of market and government.

Scholars of jurisprudence, also known as jurists or legal theorists (including legal philosophers and social theorists of law), hope to obtain a deeper understanding of the nature of law, of legal reasoning, legal systems and of legal institutions.

Organizational Behavior in Public and Nonprofit Organizations is the core course in the training of students in public administration and management. This course will teach the following topics: motivation; leadership; decision-making; organizational structure; organizational change and development.
Human Resource Management
The course of Human Resource Management(HRM) is the science of a set of theories, principles and methods of developing ,improving human resources quality, as well as how to use human resource reasonably. It is amajor foundation course that trains students the basic theories, knowledge and abilities related to human resource management. Its main contents include HRM overview,HRM strategy and planning, job analysis, staff recruitment, human resource performance evaluation and assessment, compensation system, employee relations, and etc.

Operations Research
Operational research focuses on the basic rules that how human beings use and operate different resources, in order to optimize the profits of limited resources. As a domain about optimization and decision making, operational research plays an important role in economics, science and technology, industry, management, military, etc., and thus highly recognized by higher education systems all over the world. The course will introduce linear programming, transportation, integer programming, graph and network analysis, dynamic programming, decision analysis, game theory, forecasting, optimization, and these contents may increase students` interests on further study in the domain of operational research.
The course presents the fundamental ideas and methods used in operational research, which are expected to lead students to use them when facing various real world problems, to determine objects, establish schemes, build models, and obtain solutions, so that they can survive in drastic competitions of this information era.
